I added the meatballs at the end. After rice was cooked. I just tented them with foil on the side.

The recipe pretty much fills a skillet so I would maybe make the meatballs and then transfer into a 9×13 pan to mix everything and bake.

Yes, although using a skillet that can transfer from the stovetop to the oven makes it a lot easier!
